采用單一來源采購方式的原因及說明：該院擬采購的化學發光法激素測定和放射免疫法激素測定，主要技術參數：化學發光法激素測定：1.最低檢測限：不高于0.1μg/dL；2.檢測范圍：0.1～60μg/dL等。放射免疫法激素測定：1．測定范圍：0.2-12ng/ml；2．靈敏度：不大于 0.1ng/ml；3．精密度：批內變異系數（CV）<10%；批間變異系數（CV<15%等。 目前該院使用的設備是：鄭州安圖AutoLumo A2000Plus和中佳 GC-1500放射免疫計數器，本次采購的試劑是適用于該機型檢測的專用試劑，由于該試劑受知識產權保護，第三方產品無法替代，屬于專機專用試劑且試劑具有唯一性，且公開招標時只有一家單位參與投標，只能從生產廠家授權處獲取。根據《中華人民共和國政府采購法》第三十一條，74號令，相關法律規定，同意單一來源采購。
