新年肇始，氣象更新。在這辭舊迎新的美好夜晚，很高興和新老朋友們歡聚暢談，共迎新年。我代表中華人民共和國(guó)外交部，并以我個(gè)人名義，向各位來賓致以最美好的節(jié)日祝福。

The New Year is a Time of renewal and hope. I am delighted to join you

friends both old and new

on this beautiful evening to ring the old year out and the new year in. On behalf of the Foreign Ministry of the People's Republic of China and in my own name

I wish to extend warmest festive greetings to you all.

2009年，一場(chǎng)百年罕見的國(guó)際金融危機(jī)牽動(dòng)國(guó)際形勢(shì)發(fā)生深刻復(fù)雜的變化，全球性問題更加突出，國(guó)與國(guó)相互依存更加緊密，和平、發(fā)展、合作的時(shí)代潮流更加強(qiáng)勁，多邊主義和國(guó)際關(guān)系民主化深入人心，開放合作、互利共贏成為國(guó)際社會(huì)的廣泛共識(shí)。

The year 2009 has witnessed profound and plex changes in the international scene

brought about by the extremely severe financial crisis. The ever pressing global issues have made countries all the more interdependent

and the call for peace

development and cooperation

which represent the trend of our times

has grown stronger. Multilaterali *** and democracy in international relations have gained greater popular support

while opening up and cooperation for win-win progress have bee the shared aspirations of the international munity.

2009年對(duì)中國(guó)來說是極不平凡的一年。我們迎來了新中國(guó)成立60周年和新中國(guó)外交60周年。60年來，特別是改革開放30多年來，中國(guó)的面貌發(fā)生了歷史性變化，中國(guó)同世界的前途命運(yùn)更加緊密相連。中國(guó)通過爭(zhēng)取國(guó)際和平環(huán)境發(fā)展自己，又通過自己的發(fā)展來促進(jìn)世界和平與發(fā)展。面對(duì)國(guó)際金融危機(jī)、氣候變化、糧食安全、能源資源安全、公共衛(wèi)生安全、恐怖主義等全球性挑戰(zhàn)，中國(guó)積極參與有關(guān)國(guó)際合作，發(fā)揮了重要建設(shè)性作用，我們與世界各國(guó)的友好關(guān)系也在共同應(yīng)對(duì)危機(jī)和挑戰(zhàn)的過程中得到鞏固和加強(qiáng)。

For China

this has also been an eventful year. We celebrated the 60th anniversary of the founding of the People's Republic of China and New China's diplomacy. Over the past six decades

particularly the past three decades or more since reform and opening up

historic changes have taken place in China

and China's destiny is now more than ever closely linked with that of the world. We are working hard to foster a peaceful international environment conducive to our development and contribute to world peace and development with our own progress. China has played an active and constructive role in the international endeavor to tackle global challenges

ranging from the international financial crisis to climate change

and from food

energy

resources and public health security to terrori *** . China's friendly ties with other countries have been further consolidated and strengthened through our joint response to challenges.

這些成就是在黨中央、國(guó)務(wù)院的正確領(lǐng)導(dǎo)、全國(guó)人民的大力支持下取得的，也得益于各位使節(jié)和世界各國(guó)人民的理解和支持。我愿借此機(jī)會(huì)，對(duì)各位使節(jié)及夫人一年來的辛勤工作和寶貴支持表示衷心的感謝，對(duì)致力于促進(jìn)中國(guó)人民與世界人民友好合作的朋友們表示誠(chéng)摯的謝意！

China's achievements would not have been possible without the support of you

diplomatic envoys and other friends present. I wish to take this opportunity to express heartfelt thanks to all the diplomatic envoys and your spouses for your hard work and valuable support over the past year. My sincere thanks also go to all the friends who have been mitted to promoting the friendship and cooperation beeen the Chinese people and people of the whole world.

2010年將是世界經(jīng)濟(jì)企穩(wěn)復(fù)蘇和國(guó)際體系改革的關(guān)鍵之年，也是中國(guó)實(shí)現(xiàn)“保穩(wěn)定、促發(fā)展”的關(guān)鍵之年。國(guó)際形勢(shì)有望保持總體穩(wěn)定，但各種風(fēng)險(xiǎn)和動(dòng)蕩因素依然存在。我們將把保持經(jīng)濟(jì)平穩(wěn)較快發(fā)展和加快經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變有機(jī)統(tǒng)一起來，在發(fā)展中促轉(zhuǎn)變，在轉(zhuǎn)變中謀發(fā)展，我們將始終不渝走和平發(fā)展道路，始終不渝奉行互利共贏的開放戰(zhàn)略，始終不渝謀求和平的發(fā)展、開放的發(fā)展、合作的發(fā)展。我們將繼續(xù)與國(guó)際社會(huì)一道，堅(jiān)定信心，通力合作，攜手應(yīng)對(duì)各種全球挑戰(zhàn)，共同促進(jìn)世界和平與發(fā)展。

The year 2010 will be crucial for the recovery of the global economy and reform of the international system. It will also be crucial for China's effort to ensure stability and promote development. The international situation is expected to remain stable on the whole

yet various risks and factors of turbulence will persist. We will work to maintain steady and relatively fast economic growth

and at the same time speed up the transformation of the economic development pattern so that our effort on these o fronts will reinforce each other. We will remain mitted to the path of peaceful development and the win-win strategy of opening-up

and pursue development that is peaceful

open and cooperative. We will continue to work with the rest of the international munity to tackle various global challenges with full confidence and jointly advance world peace and development.

在這里我還想特別提及，明年我們將迎來上海世博會(huì)的召開。在各方大力支持和積極配合下，各項(xiàng)籌備工作正在緊鑼密鼓地順利開展。我們期待著各國(guó)在世博會(huì)的精彩展示，也熱情歡迎各國(guó)***和人民利用這個(gè)難得的機(jī)會(huì)，到上海及中國(guó)各地多走走，多看看。為此，今晚上海交響樂團(tuán)還將獻(xiàn)給朋友們一臺(tái)精彩紛呈的演出。

I want to mention in particular here that the Shanghai World Expo will open next year. Thanks to the strong support and enthusiastic cooperation of all parties

preparations for the Expo are well on track. We warmly look forward to splendid exhibitions from the countries you represent and sincerely hope that your leaders and people will seize this rare opportunity to visit Shanghai and other parts of China and see more of the country. To this end

the Shanghai Symphony Orchestra will present to you a brilliant performance this evening.

歲月不居，天道酬勤。在新的一年里，我們期待著繼續(xù)與各位使節(jié)和朋友保持良好合作，為世界和平、穩(wěn)定和發(fā)展而共同努力！

中國(guó)凌晨傳來重大喜訊，全球目光聚焦送祝福，華春瑩微笑一語大氣

中華人民共和國(guó)外交部是中華人民共和國(guó)政府的外交機(jī)關(guān)，是中華人民共和國(guó)國(guó)務(wù)院內(nèi)主管外交事務(wù)的組成部門，負(fù)責(zé)處理中華人民共和國(guó)政府與世界其他國(guó)家政府及政府間國(guó)際組織的外交事務(wù)。

中華人民共和國(guó)外交部成立于1954年9月，其前身是1949年10月成立的中央人民政府外交部。外交部辦公大樓位于北京市朝陽區(qū)朝陽門南大街2號(hào)，每年定期向公眾開放，平均一年兩次。

《國(guó)務(wù)院辦公廳關(guān)于印發(fā)外交部職能配置、內(nèi)設(shè)機(jī)構(gòu)和人員編制方案的通知》

一、主要職責(zé)

外交部是國(guó)務(wù)院主管外交工作的職能部門。主要職責(zé)是：

（一）對(duì)國(guó)際形勢(shì)和各國(guó)情況進(jìn)行調(diào)查研究，及時(shí)掌握重大動(dòng)向，為中央制定外交戰(zhàn)略、方針、政策、策略提供情況和提出建議。

（二）代表國(guó)家和政府辦理外交事務(wù)。

（三）代表國(guó)務(wù)院或根據(jù)授權(quán)歸口管理有關(guān)的涉外事宜。

（四）進(jìn)行世界經(jīng)濟(jì)形勢(shì)調(diào)研，了解國(guó)際重大經(jīng)濟(jì)信息和外國(guó)經(jīng)濟(jì)體制、法規(guī)等，為我國(guó)經(jīng)濟(jì)建設(shè)和改革開放服務(wù)。

（五）從外交政策和國(guó)別關(guān)系的角度，就對(duì)外貿(mào)易、經(jīng)濟(jì)合作、經(jīng)援、軍援、軍貿(mào)、僑務(wù)、文教、科技、宣傳中的一些重大問題，與有關(guān)單位協(xié)調(diào)，向中央反映情況，提出建議...

根據(jù)目前嫦娥五號(hào)的情況來看，我們現(xiàn)在就可以好好的期待著，嫦娥五號(hào)穿越38萬公里的距離從月球正式返回地球，全中國(guó)人民都在等待著嫦娥的平安歸來，而在早前的12月6日的凌晨，一個(gè)更大的喜訊傳來，全球的目光也都聚焦到了這件事情上來了，此后中國(guó)外交部發(fā)言人華春瑩就為此表達(dá)了中國(guó)的態(tài)度，這也是中國(guó)應(yīng)該有 的氣度。

對(duì)此我國(guó)外交部發(fā)言人華春瑩微笑著表示，嫦娥奔月是中華民族千年的夢(mèng)想，16年來，隨著中國(guó)探月工程的實(shí)施，這一夢(mèng)想正在成為現(xiàn)實(shí)。中國(guó)一貫致力于和平利用外空，積極開展有關(guān)國(guó)際交流合作，分享航天發(fā)展的成果。這一番話充分的展現(xiàn)了我們作為一個(gè)包容的航天大國(guó)的氣度與擔(dān)當(dāng)。同時(shí)這也獲得了世界上的許多國(guó)家的贊許。

在嫦娥五號(hào)完成了月球采樣任務(wù)之后準(zhǔn)備回家的這個(gè)時(shí)刻，我們不僅要看到世界各國(guó)對(duì)于我們的祝福，同時(shí)我們也要看到我們未來發(fā)展的方向，12月6日凌晨，除了嫦娥五號(hào)的上升器與軌道器的成功交會(huì)對(duì)接這一個(gè)喜訊之外，我們還要看到，我們已經(jīng)掌握了在地外采集樣本、在地外發(fā)射航天器的相關(guān)技術(shù)，這這些寶貴的數(shù)據(jù)將會(huì)是我們最好的財(cái)富。

我國(guó)此后的嫦娥任務(wù)將會(huì)是繼續(xù)將我們的宇航員送上月球，同時(shí)我們也將會(huì)繼續(xù)對(duì)月球進(jìn)行分析，而在另外一邊，我們的“天問一號(hào)”也在孤獨(dú)地飛往火星的路上，嫦娥工程中所成熟的諸多技術(shù)將會(huì)使得我國(guó)在 探索 地外空間的問題上繼續(xù)跨步向前，由此我們終于可以說，我們的目標(biāo)是星辰大海了。

回顧即將過去的2025，中國(guó)的航天工程收獲是非常豐碩的，我們完成了衛(wèi)星定位系統(tǒng)的組網(wǎng)，我們向火星邁出了第一步，我們將月球的信息帶回了中華，我們把中國(guó)千年前的浪漫變成了現(xiàn)實(shí)，我們的航天事業(yè)在這一年豐收，而我們也將繼續(xù)走在民族復(fù)興的道路之上。
