二、申請人的資格要求：

1.滿足《中華人民共和國政府采購法》第二十二條規定;

2.落實政府采購政策需滿足的資格要求：

合同包1(黑龍江樺南經濟開發區標準化廠房及配套基礎設施建設項目公共管廊工程)落實政府采購政策需滿足的資格要求如下:

采購包整體專門面向中小企業，提供中小企業聲明函并符合要求。

3.本項目的特定資格要求：

合同包1(黑龍江樺南經濟開發區標準化廠房及配套基礎設施建設項目公共管廊工程)特定資格要求如下:

(1)具備有效的營業執照（聯合體投標的，聯合體各方均須提供）

(2)投標人須同時具備建設行政主管部門核發的市政公用工程施工總承包叁級（含）以上資質和鋼結構工程專業承包叁級（含）以上資質以及特種設備生產許可證（工業管道）GC2級

(3)具備有效的安全生產許可證

(4)項目負責人（項目經理）須具備市政公用工程專業二級及以上注冊建造師注冊證書，具備有效的安全生產考核合格證書（B證），且未擔任其他在建工程項目負責人或其他施工管理工作。項目負責人（項目經理）為本單位人員，并提供近3個月（2025年06月至2025年08月）本企業為其繳納職工基本養老保險的有效證明（建辦市函[2025]92號文件中規定的6類情形人員除外），如為退休人員須提供退休證明及聘用合同。

(5)項目機構其他成員配備：按照《黑龍江省房屋建筑和市政基礎設施工程施工現場管理人員配備管理辦法》（黑建規〔2025〕2號）規定，以不低于文件規定的市政基礎設施工程小型標準數量配備項目管理機構人員，并填報項目管理機構人員配置表，否則其投標將被否決。投標人可根據項目管理需要增加崗位或人員。投標人需針對本項目做出配備現場管理人員均為本單位在職人員的承諾。

(6)投標人須針對本項目做出不拖欠農民工工資的承諾
