采用單一來源采購方式的原因及說明：山西廣播電視臺2025-2025年度圖片購買7000張，近一年的用量為15042張，使用到的圖片多來自500px圖庫、Getty Images圖庫、美聯(lián)社。在使用的創(chuàng)意類圖片中，500px 圖庫、GettyImages圖庫占比最高，超過70%，在資訊類圖片中GettyImages圖庫、美聯(lián)社占比最高，超過20%;音樂素材購買500條，近一年的用量為684條(其中超量使用184條)，音樂品牌EpidemicSound用量最多，超過80%。為了滿足我臺各頻道頻率及新媒體大屏小屏的圖片及音樂內容使用量大、內容專業(yè)度高、獲取便捷等需求，需選擇能夠同時提供以上四個品牌圖片、同時一站式提供高品質音樂素材的綜合商業(yè)素材庫供應商。 漢華易美視覺科技有限公司是中國領先的綜合性商業(yè)素材庫供應商，其中圖庫的圖片包含全球新聞、財經(jīng)、科技、體育、娛樂、民生、歷史檔案、設計素材等，數(shù)量超過5億張，音樂庫包含背景音樂和音效兩個品類，涵蓋上百種音樂風格，包括但不限于提供MP3、wma等下載格式，數(shù)量超過15萬條。均可通過賬號在網(wǎng)站www.cfp.cn一站式下載獲取使用授權。基本涵蓋我臺所需的各品牌素材。該公司擁有Getty Images商業(yè)圖片庫在中國大陸地區(qū)的獨家代理權;也是2026年第25屆冬季奧林匹克運動會官方圖片社，并有法新社、美聯(lián)社、英通社等世界頂級媒體機構以及員工攝影提供豐富賽事內容。漢華易美已收購500px品牌并擁有全部版權。漢華易美擁有音樂品牌Epidemic Sound 在中國大陸地區(qū)的獨家代理權。 該項目符合《中華人民共和國政府采購法》第三十一條及相關法律法規(guī)規(guī)定，適用單一來源采購方式的相關情形，為了完成該項目，同意本項目采用單一來源方式采購進行。
